Born in Sydney, he studied at the Julian Ashton Art School from 1957 to 1959. A scholarship took him to Europe in 1960, and he moved to London the following year. He won an international prize at the 1961 Paris Biennale for Young Artists and held his first solo exhibition in London in 1962. After later periods in New York and Fiji, he returned to Sydney in 1970. Whiteley is commonly discussed within Australian modernism, although his work does not fit neatly into one formal movement.
